Firstly | would advise that Sainsbury’s plc are responsible for the layout of the car park and the crossing provisions provided within it. | can confirm that the access road leading to the car park is Curzon Road which is adopted highway and as such the Council as Highway Authority are responsible for this road. Consideration has been given to the Department of Transports advice on the design of pedestrian crossings and various options have been considered which would locate the pedestrian crossing point away from the mini roundabout, as suggested by you. Following due deliberation it is recommended to provide a pedestrian refuge as shown on the attached plan. This proposal extends a pedestrian guard rail around the radius of the junction which will guide pedestrians to the crossing point. It also includes works within the car park; specifically re-locating the existing crossing away from the junction and improving radii at the junction, which will improve access into the car park. ~ Arrangements have been made to carry out a stage 1 & 2 Road Safety Audit in accordance with national standards on the proposal and the results will be utilised to determine the final scheme. It is anticipated that the audit will be completed by the end of October. The Council has worked closely with Sainsbury's plc in relation to the proposed arrangements and | can confirm that, subject to final costs being agreed, they are prepared to fund the works. The Council would then be responsible for any provision introduced on Curzon Road as it would be on the adopted highway. Please be advised that once a final decision has been made on the detailed scheme, every effort will be made to carry out the work as soon as is practical, which is likely to be early in the New Year.
