CORONER’S LEGAL POWERS
I make this report under paragraph 7, Schedule 5, of the Coroners and Justice Act
2009 and regulations 28 and 29 of the Coroners (Investigations) Regulations 2013.

INVESTIGATION and INQUEST
On 18 June 2013, I opened an Inquest into the death of Muniza Mehrban, aged 21
years. The Inquest concluded on 21 August 2013; the conclusion being that
Muniza Mehrban, who died of multiple crushed injuries, killed herself.

CIRCUMSTANCES OF THE DEATH
At approximately 2.00pm on Thursday 13 June 2013, Muniza Mehrban jumped from
the multi-storey car park at Accrington Arndale Centre, landing in the service yard,
thereby sustaining fatal injuries.

CORONER’S CONCERNS
The MATTERS OF CONCERNS are as follows: -
That this is the fourth such death within three years of people attending the multi-
storey car park at the Arndale Centre with the specific purpose of jumping from a
height thereby killing themselves.

ACTION SHOULD BE TAKEN
In my opinion action should be taken to prevent future deaths and I believe that
Jesta Capital Corporation as agents for Arndale Centre Holdings of the British Virgin
Islands have the power to take such action.

YOUR RESPONSE
You are under a duty to respond to this report within 56 days of the date of this
report, namely by 23 October 2013. I, the Coroner, may extend the period.
Your response must contain details of action taken or proposed to be taken, setting
out the timetable for action. Otherwise you must explain why no action is
proposed.

I am also under a duty to send the Chief Coroner a copy of your response.
